Barbara Burba
President and Board Member
Barbara Burba-Filoreto is the Vice President of Strategic Partnerships at Diamond Communications. She was previously the Director of Government Operations for Insite Wireless Group/American Tower Corporation. She was formerly the CEO of Amerisite Wireless Development. She has over 17 years of highly competent experience in Government Affairs, Tower Development, Site Acquisition/Real Estate Services as well as Consulting, Turn-Key Construction, and Contacts/Resolutions. She has consulted with Federal and State Government, Telecommunication and Broadcast Operators, Gas and Oil, and Tower Companies in multiple markets across the United States to build a valuable network of contacts that trust her skills and judgment when it comes to putting systems on the air.
Barbara is an Industry Expert Instructor with the Wireless Infrastructure Association’s (WIA) Telecommunications Education Center (TEC) program. She developed the SD300- Site Development Coursework -available for training and certification. She is collaborating with WIA and Department of Labor to create a Site Acquisition/Development Job ID Number to further educate and fulfill employment deficiencies in the Wireless Industry.
Barbara worked with the Federal Department of Education for over 12 years as a Consultant and Trainer. Most of her instructor experience has been in training or educating adults in Government or Education forums. She has worked with several Universities teaching master’s level and Doctorate Education students. She has collaborated with several consulting firms including Deloitte to create a software program for PA State employees to incorporate an online database. She also is a certified Facilitator and Mediator with the Atlanta Justice Department. She has worked with various systems within Pennsylvania, Virginia, and Ohio training Federal Government Grant Recipient Agencies.
Barbara sits on several Board of Directors. She is currently serving as President of the PA Wireless Association, Chairperson for the Regulatory Committee, and the Education Committee. She is the President of the PA Wireless Foundation, a scholarship program to encourage workforce development in the Wireless Industry. Barbara also sits on the Pennsylvania 911 Advisory Board for the Commonwealth of Pennsylvania. She is serving as a Governor appointed board member of the Commonwealth of PA’s 911 Advisory Board. She also sits on the PA Broadband Authority Tech Sub-Committee.
Barbara has a B.S in Education from Indiana University of Pennsylvania.
Christopher H. Schubert
Treasurer and Board Member
Christopher H. Schubert is a licensed attorney and partner with the law firm of Reger Rizzo & Darnall, LLP, with offices in Pennsylvania, New Jersey, New York, Delaware and Maryland. Chris chairs the Telecommunications Practice Group at the firm and has practiced over 25 years serving the wireless industry. His team of experienced telecom attorneys have successfully zoned and assisted with the leasing of more than 2,000 project sites for spec tower build-outs, network build-outs and deployment of ever-evolving wireless platforms including LTE, LTE-Advanced, 5G, point-to-point MW, and fiber backhaul deployment; and more recently, zoning and franchise negotiations for small cell infrastructure. Chris has also been actively engaged at the state and local level drafting and advocating for legislation to facilitate the deployment of advanced broadband services. He is a regular presenter on topics concerning legislative and regulatory matters affecting the wireless industry.
Chris graduated from Villanova University School of Law with a Juris Doctor. He earned a Bachelor of Business Administration degree, summa cum laude, from Temple University and was designated a President’s Scholar by the university. Chris is active in the Pennsylvania, New Jersey and Chester County Bar Associations. In addition to his role as Treasurer of the Pennsylvania Wireless Association, Chris also serves as the Treasurer for the Board of Trustees of the Pennsylvania Wireless Foundation, a 501(c)(3) private foundation whose mission involves supporting the education and vocational training of persons affiliated with the wireless industry.
Sarb Bassi
Vice President and Board Member
Sarb brings more than 14 years of property management and telecommunications experience to HCI Energy. She began her career at Comcast, where she served in various roles securing exclusive marketing and service agreements with building owners. She shifted to the wireless world in 2016 as a Sales Area Manager with American Tower, where she focused and drove growth among the four major network wireless carriers in the East region. Sarb has an extensive background in sales and business development. She joined the Crown Castle Vertical’s team in 2020 as a Regional Sales Manager covering the Central region. In January 2022 she transitioned out of the Central region moving into the East region partnering together with Fixed Wireless Providers, Government, Public Safety, Energy, Financial and Broadcast customers, she proactively identified and maximized tower growth. In 2024 she transitioned into the renewables space as a Senior Account Executive providing a power solution for a continuous, turnkey, eco-friendly power for critical missions. She strives to understand the customer's needs so that they may be met with effective solutions by using HCI's hybrid power products across the US, with Fixed Wireless, Wireless Carriers, Government, Public Safety and Tribal Communities customers. She has developed relationships throughout the wireless industry to build strong partnerships to support her customers’ needs to ensure their deployment plans are successful.
Chip Vignolini
Vice President and Board Member
Albert (Chip) Vignolini is currently a Sr. Manager of Implementation-Construction with Verizon Wireless located in Pittsburgh, PA and has over 23 years of experience in the wireless and telecommunications industry. His background is in TCP/IP Network Design and Implementation but has held a variety of positions throughout his career including; CP&G, Data, Switch, and Transport Engineering, Data and Switch Capacity Planning and Performance both at a regional and territory level. Currently, Chip is responsible for all construction-related activities for 4&5G Macro and Small Cells across Pennsylvania, Ohio, & West Virginia.
Elena Timko
Board Member
Elena Timko is a Sales Director with Talley, with responsibilities that include driving profitable growth for the company with a focus on the U.S. Wireless Carriers and Strategic Accounts, on the East Coast. Elena earned her bachelor's degree from Penn State University, College of Communications, in 1990, prior to joining the Wireless Industry. Elena is a wireless industry veteran, working in the industry for almost 3 decades. Prior to joining Talley in 2012, she served as the Director of Distribution at CommScope, formerly Andrew Corporation. Elena also held the position of Vice President of Sales for MTS Wireless Components LLC, and started her career at Summit Manufacturing LLC, in 1995. Elena has been instrumental in growing Talley’s customer base, by working directly with key accounts, and through supporting Talley’s regional sales team, to acquire new customers and build strong partnerships with existing customers. Talley is the nation's largest distributor of Wireless materials, serving the industry for over 40 years.
Jeffrey De Lucia
Board Member
Jeffrey L. De Lucia has been involved in the civil engineering, design, survey and development of wireless infrastructure industry throughout the eastern US for over 27 years beginning as a drafter/designer, construction manager, project/program manager and business development manager. He is currently working as the assistant quality control manager on the Pennsylvania Turnpike Commission Fiber projects for A&A Consultants Inc. Prior to joining A&A Consultants, Mr. De Lucia has been a construction specialist laying out broadband expansion project estimates for the Keystone region. Mr. De Lucia has also served as a project manager for several other national engineering firms, most recently NB+C out of Elkridge MD. Mr. De Lucia has supported many large wireless projects for all 4 of the major carriers along the eastern seaboard. Jeffrey has served as a committee/board member of the PWA since 2014, mainly supporting the western committee team to organize and run the 3 or 4 events each year during his time serving the association. Jeffrey enjoys spending time with his family, attending his kids' travel sports events, as well he enjoys golfing and playing men's softball outside of work hours.
Philip Burtner
Board Member
Philip Burtner is Vice President of Engineering Services at Centerline Communications, LLC, a national telecommunications consulting firm. Mr. Burtner has over 25 years of telecommunications experience and has been involved in the development of thousands of telecommunications sites throughout the US, working with every major carrier. He has expertise in the development of all types of communications facilities, including rooftop and stealth installations, collocations, raw land tower sites, in-building antenna systems, and fiber optic installations. He is a registered professional engineer in 22 states. Prior to joining Centerline Communications, Phil was responsible for developing and growing several successful engineering businesses that served the wireless industry, with specific expertise in the design, permitting and construction of all types of wireless communications facilities and support structures.
Al Filoreto
Board Member
Al Filoreto, Senior Business Development Manager at Phoenix Contact Harrisburg, Pa., is a tenured wireless professional with 33 years of Telecom Industry experience starting in 1989 with Motorola Communications. He has been in his current role since May 2019 as Senior Business Development Manager developing a new vertical in Telecom and Data Centers at Phoenix Contact a $4 Billion Dollar Global Supplier of 5G Automation and Engineered Surge Protection Solutions with their US based office in Harrisburg, Pa.
He is a high impact performer who has a track record of sales excellence being in the elite Top 5% of all sales teams at every organization. He has held VP and Director Level Leadership Positions with Hutton Communications, Spectra-Site (American Tower), Alcatel -Lucent and Nokia (Radio Frequency Systems). During engagements with his customers, he has developed friendships and trust among his peers and is respected at all US Wireless Carriers and OEM Suppliers Nationally and Internationally. Working across the many academics of wireless starting with 2-Way Radio and Paging Systems, Tower Construction, Operations, Distribution, Tower Leasing and OEM Equipment Sales he has successfully developed talents, concepts and business practices to create positive P/L results at both starts up organizations and Fortune 500 Companies.
He holds positions as a Board Member for the of Pennsylvania Wireless Associations and Tower Trails Therapy Services and Rehabilitation. Al graduated from Millersville State University with a degree in Sales and Marketing and a Minor in Finance with Cum Laude Honors. He also served a total of 6 Years in the US Army as a Combat Engineer attaining the Rank of E-4 and earning several service commendations. Some of his many hobbies and interest are Aviation, Military History, Human Psychology, Reading, Outdoor Activities and flying high performance jets.
Paul Lawruk
Board Member
Paul Lawruk has over 15 years of experience in wire, cable and wireless, serving as a sales person, purchasing manager, and regional manger in past roles. He currently serves as President of Cadre, a distributor of wire, cable and other consumables in the telecom market. Paul graduated from Misericordia University with a BS from the business school. Paul is excited to work with such a great group of people on the PA Wireless board in a continued effort to expand the wireless network for the state of PA, all while driving charitable funds to those in need.
Peter McMillen
Board Member
Peter McMillen has 25 years of experience in the wireless industry. He has spent the past 13 years with Smartlink and currently is a senior project manager assigned to Verizon Wireless projects. McMillen has expertise i small cells, in-building, new builds, build-to-suit, mods and generators.
Dave Brocious
Board Member
Dave Brocious is currently the Managing Partner with Sky Point Crane and ClimaShield Industries, located in Indiana, PA.
Dave was one of the original founding partners in Sky Point Crane and ClimaShield Industries. Sky Point Crane provides mobile crane, rigging and project management, and 3D lift planning and consulting services to a wide variety of industries, including the telecom industry. His team has extensive experience in 5G facility upgrades, tower stacking and demos, 5G sector frame upgrades, ground-based communication shelter and generator installation, battery backup logistics, offsite storage, and equipment logistics.
ClimaShield Industries provides the latest in coatings and spray-applied technologies to a variety of commercial and industrial segments. Construction and project management services include: commercial roof coatings, spray foam insulation, waterproofing, air barrier coatings, corrosion protective coatings, concrete and floor coatings, and decorative coatings.
Sky Point Crane / ClimaShield Industries is a Small Business Administration (SBA) HubZone-certified, woman-owned company.
Before starting Sky Point Crane / ClimaShield Industries, Dave was the Director of Business Development & Membership for the Marcellus Shale Coalition (MSC). The Marcellus Shale Coalition was founded in 2008 and is the leading oil & gas trade association in the Marcellus/Utica region representing hundreds of energy companies and their supply chain partners in the broader energy industry. Dave led the coalition’s board and associate membership recruitment, retention, member engagement, and strategic planning, including helping the team at the MSC plan and execute the highly successful SHALE INSIGHT Conference, one of the country's largest oil & gas conferences on shale development.
Before joining the MSC, Dave started his professional career as a safety engineer working for Amoco’s Exploration & Production division in the natural gas fields in western Kansas and then transitioned to PPG Industries’ Flat Glass and Automotive Coatings businesses in Mt. Zion, IL, and Cleveland, OH in the EHS field. He then spent 13 years in various business consulting and regional and national sales roles with PPG’s Automotive Refinish and OEM coatings businesses.
Dave holds an MBA in Finance and Business Strategy from Case Western Reserve University and an undergraduate degree from Indiana University of Pennsylvania, where he studied Safety Sciences.
